INVITATION TO TENDER: UPGRADE OF SECURITY SYSTEM FOR THE CONSULATE-GENERAL OF THE REPUBLIC OF SINGAPORE - CHINA (CHENGDU)

            You are invited by the Government of the Republic of Singapore as represented by the Consulate-General of the Republic of Singapore in Chengdu, People’s Republic of China (PRC) under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Tender (“ITT”) for the upgrade of security system for the Authority.
以新加坡共和国外交部下属之新加坡共和国驻成都总领事馆为代表的新加坡共和国政府（“招标人”），特此邀请有意投标者参与为新加坡共和国驻成都总领事馆升级安防系统之投标（“招标”）。

2          Interested potential suppliers may contact Consul (Admin & Consular) Ms Junica Chua via Chengdu_procurement@mfa.sg to register your interest and obtain the following documents detailing the requirements for the Invitation to Tender:
有意投标者可通过邮件至 Chengdu_procurement@mfa.sg 联系领事（行政与领事）蔡幸娜女士报名并获取招标书有关的以下文件：

(a)   Covering Letter 附言
(b)  Instructions to Tenderers 投标人须知
(c)   Form of Tender投标表格
(d)  Conditions of Contract 合同条件
(e)   Requirement Specifications with Evaluation Criteria需求规范及评标标准; and及
(f)   Tender Submission 招标文件. 

3          Tenders will be evaluated based on the following criteria:
所有投标书将根据以下标准被评定： 

(a)         Price Competitiveness 价格竞争力 (50%)
(b)         Compliance with Specifications 符合要求 (30%)
(c)         Track Record 过往记录 (15%)
(d)         Innovation 创新 (5%)

4          The tender will be open from 1000hr on Friday, 23 January 2026 to 1000 hr on Monday, 2 March 2026. All timings given are local time (i.e. Beijing time). Tenders received after the deadline will not be considered.
招标开放时间为2026年1月23日（周五），北京时间1000时至2026年3月2日（周一）北京时间1000时。截止日期和时间后收到的投标书将不予考虑。 

5          A compulsory briefing will be conducted on Wednesday, 28 January 2026 at 1000 hrs at the Singapore Consulate-General in Chengdu. Interested vendors should contact Consul (Admin & Consular) Ms Junica Chua as per Para 2 above to register for the briefing. Any enquiries regarding the specifications may also be made to Consul (Admin & Consular) Ms Junica Chua.
我馆将在2026年1月28日（周三）上午10点正举行强制性说明会。有意投标者应以此招标通知第二段中的联系形式与领事（行政与领事）蔡幸娜女士报名参加。如对规格有任何疑问，请联系领事（行政与领事）蔡幸娜女士。

6          All tender offers must be submitted by hand or post in a sealed envelope to the Consulate-General of the Republic of Singapore in Chengdu during operating hours from Monday to Friday, 8.30am to 5.30pm, excluding public holidays. Tender offers submitted via post must have all postage pre-paid and use courier service which can be tracked. All tender offers must reach the Authority before the Tender Closing Date and Time. The address is Level 30-01 Yanlord Landmark Office Tower, No. 1 Section 2, Renmin South Road, Jinjiang District, Chengdu 610016. Please indicate clearly the following on the envelope:
所有的投标书应在营业时间（周一至周五，早上0830时至下午1730时）被密封手送或邮寄到新加坡驻成都总领事馆（成都市锦江区，仁恒置地广场写字楼30-01，人民南路二段1号，成都610016）。请在信封上清楚注明以下信息：

7          The tender schedule and award notice will be published on the bulletin board at the Consulate-General.
新加坡驻成都总领事馆将在本馆的布告栏公示所收到的投标书于中标通知。
