Replacement of a damaged Singapore passport
Information on what to do if you have damaged your passport while travelling in mainland China, and applying for a Document of Identity for urgent return to Singapore.

Please note that if your passport is lost or damaged, please report via the ICA's e-Service, as well as apply and pay online for a new passport and/or Document of Identity as necessary. Your damaged passport will be invalidated immediately upon the damaged report.
Overview
If your passport is damaged, you will need to do the following:
Please contact the local Entry-Exit Administration Bureau (EEAB) and/or the immigration officers at the nearest port of exit (e.g. airport). As the approving authority for local immigration matters, they will assess the condition of your passport and advise whether it can still be accepted as proof of identity for exiting China.
Please report the damaged passport via ICA’s e-Service at https://eservices.ica.gov.sg/esvclandingpage/applesOnlineReport, as well as apply and pay for a new passport and/or Document of Identity (DOI) as necessary.
[Note: A damaged passport is one which is not in a condition to be accepted as proof of identity by the foreign country. Passports cannot be used once the damage has been reported.]
Important notice
ICA is the approving authority for DOI and passport applications. Once your DOI/replacement passport is approved and ready for collection, you will be notified of the collection by the Consulate-General. You are required to:
Make an appointment for consular services through our appointment portal.
Bring along the damaged passport and your identification documents (e.g. NRIC) to collect the DOI/passport in person at the Consulate-General.
Confirm with the local Entry-Exit Administration Bureau (EEAB) at your final exit port in China whether you are required to obtain an Alien’s Exit-Entry before leaving China.
If required, report to the EEAB within 30 days with your DOI/ replacement passport to apply for the Alien’s Exit-Entry Permit.
You may be required to prove to the EEAB that you have registered with a hotel or a local police station when you first arrived in China. This is to facilitate investigation by the EEAB before they could issue you with an Exit Permit to leave China. It typically takes about 5 to 7 working days to obtain the Exit Permit for foreigners.
